The police authorities have identified the rogue army officer, Captain Tijani Balarabe.
Capt. Balarabe allegedly instructed his men to rescue the Taraba billionaire kidnapper, Alhaji Hamisu Bala Wadume, after killing three Nigerian Elite Police.
